Responsibilities

• Matters related to the placement and class structure of young children and students in each grade level
• Matters related to the establishment of various school districts
• Matters related to the establishment of schools of suitable size
• Matters related to the designation of special places
• Matters related to consulting on the development and implementation plans, particularly regarding securing land for schools
• Matters related to the establishment and abolishment of various schools (including kindergartens and special schools) that are equivalent to or below the high school curriculum
• Matters related to the establishment and abolishment of special night classes and industry affiliated schools for the education of working youth
• Matters related to the establishment and abolishment of private schools by the Private School Act (Approval of Acceptance plan, Approval of foundation plan, Foundation, Closure and Change)
• Matters related to annual expenditure budget, contracts, expenditure and settlement
• Matters related to remuneration for daily expenses
• Matters related to the operation of the contract review committee and subcontract review committee
• Matters related to the promotion and oversight of public procurement
• Matters related to receipt and storage of cash and securities other than annual revenue and expenditure
• Matters related to procurement of government-supplied materials
• Matters related to the use of public organization energy rationalization
• Matters related to the management of all payrolls
• Matters related to the management of funds for special accounts for educational expenses
• Matters related to the revenue, expenses, and reconciliation of funds from the special account designated for educational expenses
• Matters related to the management of educational safes
• Matters related to the the issuance and redemption of municipal bonds
• Matters related to year-end settlement
• Matters related to budgeting and settlement of personnel expenses for public officials
• Matters related to public employee pension and health insurance administration
• Matters related to the management of shared property (including new school site) and acquisition, disposal, and exchange
• Matters related to the property register and management
• Matters related to the establishment of a shared property management plan
• Matters related to the supply and management of goods and settlement of accounts
• Matters related to the operation of the Council for Shared Property
• Matters related to the management, exchange, acquisition and disposal of state-owned property
• Matters related to the asset work
• Matters related to the opening of school facilities
• Matters related to the functions of the Korea Educational Facilities Safety Corporation, including enrollment in mutual aid and the application of disaster recovery fees
• Matters related to the tuition-free high school education
• Matters related to the establishment and management of the basic plan for school vehicles (including approval for the school commuting and set number allocation)
